3.2. Administrative divisions
“Administrative divisions” are units that make up the system of government. Enter administrative divisions in accordance with their borders.

Note.
When you edit administrative division borders, make sure not to delete existing divisions. Other map items may be connected to them (such as roads), and these connections can get destroyed if you delete administrative divisions.
If the shape of an administrative division is incorrect, you should edit the existing border.
